How it works
The main steps, end to end.
- 1Load number ranges and SIM batches
- 2Reserve resources for an order
- 3Allocate on activation
- 4Quarantine and recycle released resources
- 5Report stock and exhaustion
Core Capabilities
What Resource Management provides
MSISDN Management
- Maintains inventory of available, reserved and assigned phone numbers
- MSISDN search by range, format and availability status
- Reserves MSISDN for subscriber during order creation
- Assigns MSISDN on service activation; releases on disconnection
- Tracks port-in and port-out number status changes
SIM Management
- Manages physical SIM and eSIM inventory: available, reserved, activated
- SIM allocation based on SIM type: pSIM or eSIM
- ICCID reservation during order; activation on provisioning
- eSIM profile download and confirmation tracking (SMDP+)
- SIM exchange tracking — old ICCID deactivated, new ICCID activated
Address Lookup
- Address lookup and verification for shipment routing
- Service area validation — verifies coverage before plan assignment
- Resolves delivery address from subscriber address book
- Integrates with address standardisation service for format normalisation
Resource Reservation
- Reserves MSISDN and SIM during quote and order creation
- Reservation held for configurable time window before expiry
- Released if order is cancelled, fails or times out
- Prevents double-allocation across concurrent order sessions
Inventory Tracking
- Tracks available stock levels per resource type
- Alerts when MSISDN or SIM stock falls below configured thresholds
- Stock replenishment workflow triggered on low inventory event
- Reports on allocation rates, churn-returned numbers and reuse
Resource Release
- Releases MSISDN back to available pool on disconnection
- Configurable quarantine period before MSISDN is re-assignable
- SIM deactivation on disconnection; eSIM profile deletion
- Ensures clean resource state before re-allocation to new subscriber
Storage & Persistence
How and where ResourceManagement stores its data
Document Data Store
- MSISDN pool: status, reservation timestamp, expiry
- SIM/eSIM inventory: ICCID, type, status, activation date
- Reservation documents: resource, order reference, expiry window
- Quarantine records: pending cooldown before re-use
Async Event Bus
- MSISDN reserved / released events
- SIM activated / deactivated events
- Low inventory threshold alerts
- eSIM profile download confirmation events
Search Index
- MSISDN search for CRM customer search
- ICCID and IMEI lookup for account resolution
- Resource availability queries for order validation
Design Principles
Key architectural decisions behind Resource Management
Reserve-first Allocation
Resources are reserved during quote creation — before an order is confirmed. If the order fails or the subscriber abandons the session, the reservation expires and the resource returns to the available pool. This prevents both double-allocation and permanent lock-up of scarce resources.
Clean Release on Disconnection
When a service is disconnected, the associated MSISDN and SIM are not immediately returned to the available pool. A configurable quarantine period prevents rapid re-assignment that could confuse network systems or other subscribers receiving calls meant for the previous holder.
Resource Type Independence
MSISDN management, SIM management and address lookup are all independent capabilities within Resource Management. Adding a new resource type (e.g. IPv6 prefix, device serial) does not require changes to the existing resource management logic.
